PVMR organizes specialized seminars on OCIMF’s SIRE 2.0 Program

Overview of the conference.

The International Liquid Transport Vessel Safety Inspection Program (SIRE) was started in 1993 by the Oil Companies International Marine Forum (OCIMF), with the aim of ensuring Maintaining the standards that oil and gas contractors (Oil Major) set for the shipping industry, effectively contributes to improving safety management on oil tankers.

Although vetting is not mandatory, it is considered a necessary commercial requirement. Vessel vetting through the SIRE program is an important part of the vessel inspection and evaluation process, it is the basis for Oil Majors to select vessels. Shipowners who want to have shipping contracts with Oil Majors are required to carry out vetting of ships according to their requirements.

Since 2009, Vietnam Oil and Gas Group (Petrovietnam) has officially been a member of the Oil Companies International Marine Forum (OCIMF – Oil Companies International Marine Forum). To carry out the rights and responsibilities of each OCIMF member, Petrovietnam has assigned the Petroleum Construction Maintenance and Repair Corporation (PVMR) to act as the focal point to represent the Group in implementing tasks and activities. activities related to the OCIMF organization. Up to now, PVMR has always performed well the assigned tasks, contributing to affirming Petrovietnam’s position and reputation in the OCIMF organization.

As the first unit in Vietnam to develop SIRE and OVID (floating vehicle inspection) inspection programs according to international standards, PVMR has encountered many difficulties during implementation. However, with the strong support of Petrovietnam, the efforts and intelligence of the staff, PVMR has built and developed Petrovietnam’s SIRE and OVID inspection program on par with major oil companies such as Shell, BP, Exxon-mobil, Total, Petronas…, are widely accepted by many international port warehouses, creating a great reputation for the Petrovietnam brand in the inspection of ships/floating vehicles in the international market. .

In the context of digital technology and artificial intelligence growing strongly and being applied in many fields, to ensure programs keep pace with changes in the oil and gas industry, in 2017, OCIMF reviewed review and improve SIRE’s tanker risk assessment tool, develop an enhanced SIRE 2.0 ship inspection program and expect implementation from the end of 2023. The SIRE 2.0 program will provide accurate information better, allowing OCIMF members and assessors to make better judgments about the quality and future performance of a ship.

Operating in the field of specific services related to project quality supervision and management, inspection, testing and appraisal work, safety inspection of vehicles and oil and gas warehouses, PVMR plays the role of representing Petrovietnam at OCIMF, is one of the units directly involved and has early access to official information related to the conversion of the SIRE 2.0 program. During the approach, the Vessel Inspection Department (Vetting) of PVMR clearly saw the difficulty with the large amount of information and the steps needed to prepare for this task; Therefore, we have proactively researched, updated and synthesized information, sharing necessary knowledge with oil and gas transportation units in Vietnam through the SIRE 2.0 Workshop.

During the half-day workshop with more than 120 information slides presented, PVMR experts helped units learn and access the SIRE 2.0 inspection program as well as review and prepare to ensure the The vessel meets the inspection requirements under SIRE 2.0. Many discussion questions were also raised during the seminar and were answered by the Organizing Committee, receiving good feedback from the participating units.

Under the direction of the Group, as a member of the OCIMF organization, PVMR clearly defines its development strategy and activities focusing on the main goal of: Improving safety for ports and oil and gas warehouses belonging to Petrovietnam . This is also the viewpoint maintained throughout PVMR’s ship inspection process and is a solid foundation for Petrovietnam/PVMR’s achievements in this field. In that spirit, the SIRE 2.0 Workshop is an activity organized by PVMR with the goal of supporting safety work for ship management units/port warehouse managers in the Oil and Gas industry – who are also partners and customers. has accompanied PVMR throughout the process of developing ship inspection safety over the past 10 years in Vietnam./.
